Actually, at the present moment, what posts appear on the "Global Feed" and "Hot" feeds for the CloutFeed mobile version, are handpicked by the core team as far as I'm aware.

I'm sure the intent is to fully decentralize this eventually, but 4/5 months in these are super early days so some degree of central steer is fully expected.
